This should start "sum of row
56". The 3 cells at r7c159 = 9 as you say. As you say correctly, the cages in r56 sum to "95" which is 5 above 90. Therefore the two innies at r5c19 must be 5
less than r7c159 to get r56 down to 90.
You are using innies and outies to do the calculation. An easier way to do this is to just look at r4. Add those cages up to get the total for the two outies r5c19.

It gets a score of 0.90.
